V\n\nabstract:\nAn interesting proposal suggests that a QCD axion (\na\na\
na) coupling to the up quark\, down quark\, and electron remains viable fo
r an axion mass near 10 MeV. In this paper\, this possibility is reexamine
d by deriving new bounds from kaon decays. In particular\, we perform a de
tailed analysis of the \nK\nL\n→\nπ\n0\nπ\n0\ne\n+\ne\n−\nKL \\right
 arrow \\pi^0 \\pi^0 e^+ e^-\nKL→π \n0\n π \n0\n e \n+\n e \n−\n mea
surement reported by the KTeV experiment\, and reinterpret \nK\n+\nK^+\nK
\n+\n decay measurements at the E949 and NA62 experiments to constrain bo
th the diphoton decay and effectively invisible decay modes of the axion.
\nWe find that\, combined with the previously known bounds\, the viable wi
ndow for the MeV-scale QCD axion is excluded\, primarily due to the KTeV b
ound. Uncertainties associated with the chiral Lagrangian are further exam
ined\, and the scenario remains excluded even after accounting for these u
ncertainties\, except for a tiny region of parameter space where higher-or
der corrections must finely cancel the leading-order contribution\, suppre
ssing the branching ratio of \nK\nL\n→\nπ\n0\nπ\n0\na\nKL \\rightarrow

DESCRIPTION:Title : In the Era of Systematics-Limited Cosmology\nIn modern
cosmology\, several observational “tensions” have emerged as major to
pics of interest. From a theoretical perspective\, these tensions provide
intriguing hints of new physics beyond the standard framework. However\, t
o make such discussions robust\, it is crucial to reduce observational unc
ertainties as much as possible. Even when statistical errors are sufficien
tly small for discrepancies to be considered “tensions\,” there always
remains the possibility that they are driven by systematic errors. In thi
s seminar\, I will introduce myself and research which I have been involve
d in\, aiming to mitigate systematic errors of Hubble tension\, cosmic bir
 efringence\, and the optical depth.\n\ncf.\n\nF. Naokawa\, PRL 136\, 04100

DESCRIPTION:Title: Effective field theories for higher-form global symmetr
ies \n\nAbstract:\nIn this talk\, I explain the effective field theory fra
mework for higher-form global symmetries. This framework can be viewed as
a generalization of the conventional Landau paradigm to higher-form global
symmetries. After outlining the general construction of the theory\, I
discuss its mean-field analysis and show how it reproduces well-known resu
lts on the spontaneous breaking of higher-form global symmetries. \nIf tim
e permits\, I will also comment on the application to SU(N) gauge theory.
